Here's what happened. White was going to play until he was told he was going to be a backup. He had a hissy fit and refused to play. Like in the preseason, he realizes he went overboard. So now he wants to sweep it under the rug and move on. The Bucs will probably try to do that because they may need him. But no they aren't making more of it than they should.

They have a pretty easy out because he did not play. They will just say team thought he could play (no downgrade), player thought he could not so erred on side of player safety and riding it out to game day.
NFL coaching is about W-L and X-Os, but the whole White thing provides pretty good insight into how highly the players think of Bowles, from White comments recently to Bowles comments from the podium about the timing.
Doesn't make him a good HC and I am always surprised how little grief his defense gets from fans (compared to the offense or QB), but it shows he has one important coaching quality.
I think Bowles wants to keep everything in-house no matter what. He's not being disrespectful in his eyes, but he just wants to keep a total lock down on what happens in the locker room and not involve the fans or the media. Arians would use the media. But he wasn't a believer in free access of the media. He would be selective to serve his purposes. Bowles will get up there and give you the absolute minimum information required by state law. That serves his purpose of keeping the players on his side, but that approach has bit him in the butt this time.

White isn't health and doesn't feel ready to go. The Bucs are improved with other players playing in his place. 100% win/win.
I guess we'll see in a couple of days just how accurate White's explanation is. If this week he is relegated to backup duty, or splitting reps and he doesn't play yet again that's pretty telling. If he is "able to go" and Bowles starts him, plays 100% of the snaps and plays like he has the rest of the year that will look pretty bad on Bowles. Only way I really see this being resolved positively for both is if KJ starts with Devin subbing in 50ish% of the snaps(hopefully strictly as a blitzer).

His handling of the issue might have gotten the NFL to look at a pretty benign policy, but every player who plays for him has seen him try to NOT throw White under the bus in a contract year for White. Most of those players probably see White's play has been substandard and deserves to be thrown under the bus and if he does not (i.e., he is legitimately injured and only injured) then Bowles has also stuck to that story.
The interesting question is WHO linked to Stroud the bit about White refusing to play?
