At the end of the first qtr vs Rams there were offsetting penalties on a play that started with :05 left in the quarter. The refs said the Bucs had the opportunity to extend the quarter but choose not to.What does that mean? Does that mean a "free" play with no time or does it mean qtr 2 would be less than 15:00 by the amount of time it would take to "extend" the first?
