Excessive Penalties..... player Intelligence Issues?

I'm beginning to think, as a group, our players are fundamentally stupid people....more so than most teams. No joke, I could not be more serious.  why do we (and the Bills) continue with all these dumb penalties.....week in....week out.  I'm thinking it's completely related to the lack of normal intelligence of in our players....and no longer look at it as an anomaly.
