Options (suitors) = leverage.
How much he has is about to be determined. Some of the teams listed in the article have a lot of money, and either have competitive team, or have the draft capital to bring in a Marvin Harrison, Jr, etc (New England).
Maybe no one jacks up the market, maybe they do… I think some teams (Atlanta), would love to sign Bake, not just to get him, but screw up a division rival that looks to be the biggest problem standing in their way to a division title.

Could be that you are right, that the leverage from suitors is nil. I think it will increase his value.
It could also be that other teams are interested, but Baker Mayfield does what Drew Brees did in 2018, and takes a hometown discount because he values the belief that the Bucs showed him.
In any case, at this point, the Bucs don’t have leverage.

Absolutely, I would be concerned with a 37 y/o QB coming off his 2nd ACL tear.
So, I'm aware of his recent Achilles tear. But, can you tell me when the 1st and 2nd ACL tear happened?

Now, you're moving the goal posts again.
But, as far as the leverage they do have?
Let's look at the teams SR mentioned could be interested:
- REAL THREATS (According to SR's opinion)
- Atlanta - There's also been heavily talked about buzz about them going after Cousins and Fields. And, worst case scenario, them trading up for Daniels (which would be a nightmare for the NFC South in my opinion)
- Patriots - They are in the running for either Williams, Maye, or Daniels. But, let's say they go for Mayfield. Enjoy the shitty weather, a division you have ZERO shot of ever winning over the next handful of years, ZERO weapons, and a rookie HC.
- Vikings - Most likely to re-sign Kirk Cousins. Their stud WR has has publicly stated he wants his QB back. Again, another division where they'd be the 3rd best team with Baker.
- Broncos - Have fun never winning the division. Ever.
- COULD HAVE SOME INTEREST (According to SR's opinion)
- Redskins - They are have the chance to land one of the 2 top prospects in the draft. Full rebuild mode
- Steelers - Zero worthy weapons, but helluva HC. I can see this one.
- Raiders - Have fun never winning the division. Ever.
So, from this list, I see 2 viable options for Baker that would be attractive. One that would check a lot of the boxes and that would be Atlanta.
- BUC'S LEVERAGE
- The most competitive team out of the group that was mentioned
- Continuity with skill position players
- Continuity with O-Line
- Continuity with offensive scheme, which Coen (and players) admittedly stated was similar to the system Canales ran
- A General Manager who's outwardly public of his admiration of Baker
- Florida - location, no state tax, weather, and where his 1st child will be born
I could keep going, but I think you get the point.
Both sides have leverage that neither will use much, other than as a counterbalance
The Bucs have already shown they want/need Mayfield, so that gives Mayfield leverage.
Mayfield has already acknowledge he's willing to make a "sacrifice" and clearly wants to return, giving up some of the leverage he had.
Sounds like a compromise is in the works

Leverage happens when you don’t have power, or one side has more than the other.
The only leverage (power) the Bucs have is the franchise tag. They don’t want to use it.
Baker has suitors and some have a lot of money - that’s leverage (power) - but other than gauging interest to get a good offer - he doesn’t appear to want to use it.
The Bucs don’t control the negotiations, that is leverage.
Both sides are bargaining in good faith, for now. I think he will stay - it’s why I posted the Drew Brees comparison. Brees took a discount in 2018 to stay with the Saints, even though he could have made more money, elsewhere.
