In that Philly playoff game they were floating McCollum around CB and S. But the Bucs have to start to add bodies at either S or CB so they do not feel forced to draft one during the draft. I feel confident that Bowles wants to put McCollum on the field as a starter either at safety or CB because he has been very vocal about finding a way to have him on the field.
Edit: Uche is off the table as he is going back to the Pats. Looks like the Bucs may need to do some serious work to land an edge rusher that will start opposite of Diaby now.
As for TE the Bucs need a TE that can be a menace at the point of attack while being a capable receiver to team with Otton when the offense goes 12 personnel.

I'd guess it's because he's a pretty good QB. As you said, even in his team's losses, he's played very well.
In three games vs. Tampa, Cousins has 886 yards, 6 TD's, 1 pick, 74.4 comp %, and 107.7 QB rating.
