Could be wrong, but I read his comments a saying that because he played on a losing culture team he can appreciate that THIS team still found a way to win when things were not working out.
His Bucs team would have failed.
It will be interesting to watch from here because was this win just a reprieve before eventual slaughter or does it spur them on? They have some tough games ahead and almost no margin for error.

Sapp would have not been happy with that defensive performance. Surrendering that many points is not acceptable even for modern day defenses with the new rules in place. Sapp would say keep them under 17 points but the new way to look at it is to keep a team under 23 points and you have a good shot of winning.

In terms of the McCoy's thinking compared to Sapp's thinking, I totally agree that Sapp would say that and 17 is the goal.
The defense should aspire to 17 points BUT take out the Giants game and they had been giving up closer to 30 going into this game. And that is the point.
That kind of performance by THIS defense happens in part because the defense on the field against the Panthers is more like a McCoy-era defense then the Sapp-era defense and, actually, it has been for a couple years:
Sapp compared to either Vea or Kancey?
Simeon Rice compared to Anthony Nelson?
Shelton Quarles compared to JJ Russell?
Derrick Brooks compared to 35 year old LVD
