I'm not really reading it that way. I read it as Lovie seems to have taken a year to not rush into things and find the right opportunity. And then the Bucs may have been inclined to give Dom/Schiano more rope, but with Lovie available they pulled the trigger now.

Because they thought that pairing him with the right OC would overcome the deficits in his HC philosophy. The result was an offense that never made it out of the bottom third of the league.
