When you think of a Bruce Arians QB, what do you think of?
For starters, he has to have the size and toughness to sustain the hits taken in a vertical offense. Herbert is 6'5 / 230. He has shown toughness throughout his career and looks to be the physical prototype for the offense.
The ideal QB prospect would also need to be athletic. Not to the extreme of Lamar Jackson, but more like Andrew Luck or even Jameis Winston (credit where it's due) in being able to maneuver around the rush and extend the play, allowing the receivers to get down the field with their vertical routes. Herbert is a terrific athlete, which was on display at the combine. It was also on display in this year's rose bowl, rushing for Oregon's only 3 TD's and winning the game against a tough Wisconsin defense.
Granted this all wouldn't matter too much if the guy has a noodle arm, but rest assured Herbert has above average arm strength to fire it all over the field, which I believe plays to his stronger suits. Playing at Oregon held him back in this regard, as he rarely was installed and allowed to go full on gun slinger.
It is also worth mentioning that Herbert did not have the greatest of weapons at his disposal, unlike Tua/Burrow. Despite this, he still found ways to win, making it look easy most of the time.
Herbert is everything Arians and Licht are looking for to lead this team to post season action. I don't understand the lack of respect he gets in the media.
The other MAJOR bonus to going all in on Herbert is the additional 30m we would have to spend in few agency. With that said here is what we would be able to accomplish.

1 QB Justin Herbert
*With Burrow gone at #1 and Tua going #3 via trade, the time to strike is at pick #4 with the Giants. To move up 10 spots, we give up our 2nd rounder and earlier 4th rounder, our 2021 1st rounder, and Ronald Jones. Jones will be a great compliment to Barkley in a dangerous, run dominant offense, helping Daniel Jones develop nicely.
2 C/G Tyler Biadsz
* Trading OJ Howard to a late 2nd round team like New England helps us recoup the 2nd round pick we lost in the trade for Herbert.
