How are our DB's supposed to play defense?

They are mediocre enough the way it is but when you get called for defensive holding for putting your hand on A. Brown while not interfering with his movement at all and then he can push you to the turf and not get anything called, how are you supposed to be able to cover anyone?I hate the NFL's change in offense all that time culture and I hate how we seem to get shafted by it more than any team we play.
