His 40 time wasn't good and Ducks don't historically produce a bunch of good rbs sans Freeman and Blount.
That plus he got hurt, he's on the smaller side, and he split a lot of carries.

Don't really follow the selection of players beyond reading what most people post here.
It seem nearly impossible to accurately guess what a team is going to do because there is so much more in the selection than straight talent of the player or even need of the team For example, we're usually not privy to the unique insight the team might have. Morrison is connected to Bowles, one example. Also not privy to the actual status of players, whether that be injury, retirement or even expected future contract demands. Or, maybe one of the Bucs scouts has more sway than another etc, so in a close call that go with that player.. Did Irving have any meaningful input to the drafting of Tez etc etc.
Easy to identify the needs, but not the picks especially as you go down rounds.

You don't think he's a top 10 QB? That's crazy. I know he needs to win in the playoffs but he hasn't had much in the way of a supporting cast.
If you put Herbert in our offense with our weapons he would be prolific. His arm talent + mobility is elite.
Over 5 years he has 137 TDs and only 45 picks.
Winston had that many picks in 2 seasons.
He's throwing to players that simply cannot catch the ball sans McConkey.
