If Walker outplays Braswell then Walker plays more snaps.  That is how it goes.  Walker could make a big impact if he is used as a situational rusher on third downs and starts to generate sacks and fumbles.  You are not putting Nelson out there on third downs and Diaby/Reddick have to come off the field at some point for a breather. 

That's as good as explanation as any.  If that's how it plays out and he's the most impactful of the bunch then that doesn't say much about the rest of the bunch.  But it's all good.   We need those rookies to fill in the gaps when the veterans get dinged up.  Hopefully none too serious, but it's going to happen.  That will determine which rookie will have the most impact.
