Jameis doesn't throw to a receiver. He throws to a spot. He's not the type of QB that has to see it before he throws it. He diagnoses the coverage or defense and throws to the open spot. He throws the ball before the receiver gets out of their break a lot of time. It's much harder to be accurate when you are throwing to a spot you expect a receiver to be rather than throwing it to the body of that receiver. That's why chemistry is so important with Winston and he sometimes looks terrible when receivers are inserted. He's the type of QB that requires a receiver to be on the same page as him. His biggest strengths (seeing things before they happen, football IQ, being an anticipatory thrower) can be his biggest weakness sometimes. He needs time and more reps to fine tune those skills and sharpen those tools. If he does that and is able to be more successful and precise(correct term instead of "accuracy" ) as an anticipatory thrower he can be a great QB. He's not there yet though and he has a long way to go. The OL has caused some issues and aren't great by any stretch of the imagination but I truly believe that a great QB can mask an inadequate online. For example, if Jameis had been more precise on some of those anticipatory throws(they're extremely difficult btw) the Bucs would have scored more points and I think they would have won the game. The Bucs would have scored more points in the first half and in other situations. That would have forced Dallas to to be more pass oriented and out of their strengths as an offense. If Jameis had been more precise the Bucs wouldn't have been in that situation where the Cowboys Dline to pin their ears back and expose Cherilus. A great QB won't allow the weaknesses of his supporting cast to be exposed. I personally think out of all the young QBs, he has the talent and skills to be the best, even better than Andrew Luck. When Jameis is hot and in rhythm, the kid is unstoppable. But if he wants to be great he has to complete those difficult throws and become much better at anticipating where his receiver will be and getting the results we want.

As Cian noted. From watching it on tv you would think the ball was forced and Humphries was covered. No, the coverage that Dallas was in allows a window of opportunity for Jameis to fit a ball in a window over the top of underneath coverage. The play was there to be made. Jameis threw the ball before Humphries even began his break to get into his route. Jameis threw the ball to a spot.
