Lack of play action killing offense

Yesterday the Bucs were driving, down 7. On back to back runs, Martin picked up 15 and then 9. 2nd and 1 is a perfect play action situation, but Koetter ran it into a stacked box for 1. Box was stacked again on 1st and 10, Koetter ran it for 1 yard.
