Trading up sounds good if you don't actually get specific about what you are giving up. They don't have a 4th round pick. Trading up one spot might cost them a 5th round pick or something but going up more than that will cost them a Day 2 pick. They really can't afford to give up their Day 2 picks IMO. They have no 4th round pick right now. Trading up one or two spots could be affordable, but the Lions and the Steelers have a lot of the same draft needs as the Bucs. Are they going to want a 5th round pick to allow the Bucs to take their guy? I don't think so.
It's more likely they could trade down two or three spots to pick up a 4th rounder. Ultimately, though, I don't think they move off of their 1st round spot. IMO there will be two or three OTs or TEs they will be happy to get and will not feel the need to move.

No GM is great. GMs appear great when they acquire multiple early round picks. Problem is it’s hard to accept trading down. If the Bucs don’t love a lineman in the first I’d trade down.

According to the trade value chart we could give up our 3rd to move up those four spots from 19 to 15. It's possible that the Bucs will have their eye on a player who starts sliding down to 15, but I think the Bucs won't have a laser focus on a player like that. I could be wrong.
