It's interesting to look at where Licht has invested his draft capital. This is important because its not just the players you pick, but how much value you invest in each position.
The number on the left is Chase Stuart's draft chart (which I prefer) and the number in ( ) is the traditional Jimmy Johnson chart value. The number beside the position is how players have been drafted. Total draft value 2014-2017: 280.1 (10,061.2). Licht over 4 drafts has had "6" 1st overall picks of draft value.

Some observations:
1) Just using this chart, we can say that Licht values positions in the draft in this order: QB, WR, TE, OL, CB, DL, LB, RB, S, K, FB.
2) This also shows, in abstract, the impact the draft has. If you had no idea who was on the Bucs roster, you get a pretty good idea what the roster looked like: Top shelf talent at the QB, WR, and TE positions. A weak OL and terrible DL. A strong LB corps. An average CB group. A weak safety group.
Where its slightly off is you would expect a good (not great) RB group, it doesn't account for McCoy, and you'd have thought the Bucs had a Hall of Fame kicker.
3) The Bucs have invested a LOT of draft capital in both the WR and TE position. They've invested more in pass catchers than the entire defence (by a high 2nd round pick).
4) Unsurprising, but they've invested very little in the DL. Not just in terms of numbers, but draft value. Licht has spent almost as much on LBs as he has on DL. Put another way, he's spent the equivalent of a late 5th round pick more on the DL than on RBs.
5) You can't read too much into this, but it is funny that Licht has spent more on FBs than he has on DTs.
6) Another amusing factoid: Licht has spent 43x more draft capital on the K position than DT. And 2.9x as much draft capital on K as G.
Conclusion: Going through this list, you really see how the Bucs are the team Licht wanted. No matter what other moves he made (like cutting Penn or signing Ayers), he shaped this team through where he allocated his scarce draft capital.
