Logic?

I'm sorry but maybe I just don't understand the logic behind resigning a bunch of the players from last years team. You know the team that had a historically bad defense? Let's bring back those guys instead of bringing in talent, let's just stay status quo.
5-11 is good enough right? It seems like Litch can't close the deal on anyone we are in 'talks' with. Instead we bring 2 DT's who can stop the run but can't produce sacks. Does Litch forget we only had 22 all last season? Where is the influx of talent? Where is the splash signing to get the fan base back into it? Hopefully we start seeing some movement in the second wave of FA or we are in for a long season again.
