They dont say much about Evans and certainly nothing that is bad, they just think 19 other receivers are better.

As far as I can tell, Monson doesn't provide the criteria they use. Maybe to their subscribers, not sure.
But yes, he is underrated in that group. Part of that is his age because the list is forward-looking. Part of it is the team he plays on and the QB and part of it is the way he has been used throughout his career, perhaps with last year being a notable exception.

This can't be it if they have Amari Cooper ranked ahead of him.
I am not familiar enough with Cooper's drops, but what I meant about unfair weight to Evans is that by the nature of his role and his great play the drops might stand out a bit because some of them happen when he has already destroyed that DB and its TD if he catches it.
