Question on Winston throw

Have not seen the game yet but have read some criticism for Winston missing Evans deep. I assume this is the play:

Can’t tell on phone but isn’t Winston hit as he throws? I say that primarily because of the really weird follow-through (or lack there of) but also because the ball is not really close
