Because the chances of Cleveland getting Revis to go there in an open market are zero.

NFL Network's Ian Rapoport mentions the Browns as a "team to watch" in a trade for Darrelle Revis.Initial reports were that the Bucs were asking for two first-round picks in exchange for Revis, but that's laughable. The Tampa Bay local media believes the Bucs would simply take a mid- to late-round pick for Revis. The Browns hold two third-rounders and two fourth-rounders in May's draft and are flush with cap space. They could easily take on Revis' $16 million. Pairing Revis with Joe Haden in Mike Pettine's press man-cover scheme would be nasty.

Browns already have the makings of a great D. Adding Revis would be awesome for them.
A 3 rd or a 4th will be the best we could hope for. I don't even think they need to give up that.
Cleveland is a good example of a team that HAS to trade for Revis. No way is he picking Cleveland on the open market.
