Licht having 7 of 9 seasons he's been GM being losing seasons should not have him in discussion as our best GM - not right now. I'm shocked honestly SR made that take and didn't really explain it..
If I remember correctly, McKay DID NOT want to draft Warren Sapp. That was all Sam Wyche. McKay was not as involved in the draft process back then. So, you probably can't credit him with Lynch or Brooks either.
Also, McKay didn't hire Jon Gruden. In fact, he told the Glazers that Gruden wasn't available, and he wanted to hire Marvin Lewis. Then Glazer stepped in and closed that deal. McKay was at odds with Gruden frequently, to the point that McKay left the Bucs mid-season 2003 or 2004 to jump ship to the Falcons. He was the head of the Rules committee back then, and changed the rule to prevent the Falcons from having to surrender a draft pick for hiring him away from the Bucs.
The culture change with the Bucs that led to the 2002 Super Bowl came down the Sapp/Brooks draft pick and Dungy. You could even say the Nickerson signing.

Magic Mike you took the words out of my mouth. Alot of Pewter revisionist glasses wearing for Rich. Rich McKay was absolutely average as a GM. He like all of the GMs drafting ahead were afraid to draft Sapp. That was all Sam Wyche. The culture change in Tampa was Tony Dungy. Rich McKay had some of the worst offensive picks as GM. Could not draft a WR to save his life. Offense was terrible partly because Dungy was overly conservative, and the drafted weapons absolutely sucked. None of the drafted offensive players except for Dunn did anything outside of Tampa (Dilfer lucked on to Baltimore's one of the best ever defenses).
If it wasn't for the Glazers this team would have had Marvin Lewis as head coach and no 2002 Super Bowl. If Rich McKay had his way, Marvin Lewis would have been your 2002 head coach with no Super Bowl. McKay hired Marvin Lewis who then the Glazers said "no way" and on their own traded for Jon Gruden. Gruden put together an offense that did enough to win with the Defense. Marvin Lewis would have never had the offense turned around in 2002. Ronde Barber would not be going into the Hall of Fame. That interception against Philadelphia would have never happened. John Lynch would not be in the Hall of Fame.
Licht is not perfect, but the guy has stones. Going after Brady, Arians is not what any other GM was doing. He landed them. His early drafts did suck. But he has definitely learned and improved. That is what you want in a HC or GM, learn from the mistakes, adapt and get better.

On what basis can you say Licht has improved?
I'm going to third the McKay wasn't all that crowd. He basically hated Gruden and drafted players he didn't want. Really stymied the organization going forward, then shafting us when he went to the Falcons. He did a decent job until Gruden got here. The whole hiring Lewis as the coach was just the icing on the cake. The Glazers wanted an offensive minded coach to replace Dungy, otherwise, why get rid of him?
All GM's go through their suck periods. Good ones still find gems and hit big on drafts from time to time. Licht has gotten to that level. We'll see how well he does this year.

I included all of the players you listed (and more) all of the wins/head coaches you listed (and more) for Licht.
I’m not a McKay fan at all. But I’m not sold on Licht either. I started this post by being objective. Simply, SR’s take that Licht is the best GM in Buc’s history already (one is not an impressive list) and in my opinion, objectively, I don’t see how that claim is made.
I am as happy as anyone about getting Arians, Brady, another Super Bowl, etc… but Licht deserves a lot of criticism. If not for Arians and Brady there may not even be the two winning seasons in his 9 years as GM.
If memory serves (and it might not lol), McKay's greatest accomplishment was hiring Dungy because Dungy is the person who sets it all in motion (after Hardy Nickerson)
I think we get Sapp because of the pot smoking and the Eagles wanting . . Mike Mamula and the Viking take Brooks teammate because they have Randle
so, its takes TONS of luck to have a draft like that, 2 HOFers
