Russell Shepard playing time

Is there some reason I'm missing as to why this guy doesn't get more snaps for us on offense? He's looked like by far our second most athletic and quickest receiver we have on our roster and has great hands and always plays hard as hell. There's no reason why he shouldn't be on the field for us most of the time our offense is out there. I would legit rather have him out there than V-Jax right now unless V-Jax either wants to turn back the clock or actually get back to playing hard.
