Shelton Quarles?

A lot has been said about Licht and his bringing in of bad FA's. But I have to wonder, how much blame should go to Quarles or even Rob McCartney, the Director of Pro Scouting. Quarles was the Dir of Pro Scouting until promoted to Director of Football operations two years ago. Its part of their job to scout out free agents and bring them to Licht. Just like if Koetter stays and how we want to see some coaching staff changes, if Licht stays, maybe one or both of these guys need to fall (get thrown onto) on a sword too?
