So Welker explained he went high and hit Talib. So offensive player hits defensive player high = no foul. Defensive player hits offensive player high = personal foul + unnecessary roughness + hitting a defenseless player + targeting + leading with the helmet = 100 yard penalty and an automatic touchdown for the offense.
