Allen navigated the Bucs from salary cap hell to salary cap heaven, to which they are STILL benefitting from. The Bucs were severely lacking resources when came in 2004 (had lost draft picks from Gruden, cap trouble) and was able to transition the Bucs to still being a quality team after losing the likes of Sapp, Lynch, Rice, Alstott. Has Licht brought in better talent? Yes. But he's also had high picks and an abundance of cap room to do so. In 2005, 2007 and 2008 the Bucs might have had the best QB excluded rosters in the league while gaining resources in the process. They were winning games while getting horrible QB play.
