Starting to feel like a trade down to me

I'll preface this by saying this is just my speculation based on what has been going down and not an indication of what I think the Bucs should do. The Bucs haven't addressed the two biggest needs (outside of QB) so far during free agency. If the Bucs were planning on bringing in a rookie QB, I'd think they would especially want to get him some offensive line help. When Freeman became starter, Donald Penn held out knowing that he had leverage since the franchise QB would need protection.So the Bucs haven't signed offensive line help. They also haven't addressed DEs while cutting Johnson and letting Clayborn go. My theory is that the Bucs are planning on trading out of 1 and addressing the DE and offensive linemen with the picks they get. I believe Winston was brought in before free agency to let the team determine a free agency plan, one that involved Winston going first and bringing in players based on that use of the #1 plan and a different plan based on not drafting a QB, trading back and acquiring picks. If they decided not to draft Winston, it also could be a reason Winston decided not to go to the draft.Again, this is all total speculation but the approach to free agency makes me think they don't have the urgency to protect the rookie QB and that they are going to have picks to use to address DE need (with the position being top heavy).
