Spend roughly 20 million on 11 or 12 of these guys and look for studs in the draft, or spend roughly the same 20 million on Alex Mack, Peanut Tillman, & Jared Allen and try to draft solid depth. That list is going to cost well north of $30mil.Give me Mack, Tillman, and Allen out of the two choices given.
FRG, Your 3rd CB, 3rd DE, and 3rd WR play much more than 5 snaps a game and are basically starters. A guy like Quarles could end up being our best TE. Stuckey or Wright could replace Goldson in 2015 if we decide to move on from his giant contract. Signing McAfee and cutting Koenen wouldnt affect much, but it would save us about $2.5M of cap space. Asamoah would be a starter because he would replace Joseph or Nicks. Signing Britton and bringing back Meredith gives us a nice rotation and depth pool on the O-line. And all of these guys are better options to step up and start due to injury, than what we currently have. Nobody makes it through an entire season without injuries. Chances are the bottom 25 guys on your roster will end up contributing a lot more than 5 snaps a game. So in week 15 when you are trying to fight through injuries and make a playoff run...you can turn to guys like Sky Dawson and Kregg Lumpkin, or you can spread your cap out more evenly and have solid football players filling out your roster.
OK perhaps I was interpretting you saying to sign all those players and not just one at a particular position. The one thing to consider is you need a good chunk of your bottom of the roster players to have developmental potential. You can't have all your back ups as players who have already maxed out. You need to carry some Demar Dotson type players who can still get better and one day become starters.

Exactly, I think this was the problem with some of the Allen years.
