In spite of the salary cap and the "reverse" draft and all the talk about parity, change in team rankings seem to come slowly.The teams finishing last in their division seem to be pretty much the same, ie, Buf, Clev, Jack, Oak, Wash, Minn, St.L, and TB.The teams finishing first in their division is also pretty consistent, ie, NE, Pitt, Indy, Den, Giants, NO, GB, SF & Sea.The other 15 teams just seem to go up and down in the "average" catagory.Certainly, one can point to some individual exceptions, but the point is that real change in the ranking of a team come slowly.Here's hoping that the Bucs can be an exception.
