Then please explain that article that analyzed every team in the NFL and decided the Bucs had the second best cap. Also, Jeff Garcia wasn't even under contract for 2009. Your facts are off. The Bucs had $50 million in cap room and you can't just add the salaries of Brooks, Dunn, June, Galloways, and Hilliard and come up with $50 million.
