Looks like Licht had better scouting on many of these players than any goofy "consensus". I do believe Spytek and Green were a huge part of these more realistic evals relative to Smith, Diaby, Goedeke, and White.

1) Jaxson Dart. He's been mocked all over the place, but Pittsburg is drafting at 21 and anybody who wants him better get up ahead of them.
2) #1 WRs like McMillan or Golden. If you really want a true #1 you can't wait until the end of the round or round 2.
3) OTs and DTs - same here. These are premium positions and if you want one of the top guys you can't wait until the end of the round to get your guy. There are guys who fit the bill who will probably fall to the middle of the round.
These are all reasons teams might want to move up. The Bucs have needs at premium positions such as CB and Edge, but the Bucs may prefer to wait to get the guys they're targeting later toward the end of the round. I think the opportunity will be there to trade down. Perhaps even just a couple spots with Pittsburg so they can avoid having anybody jump ahead of them for Dart.

2. Agreed which is why the Pats make sense because they have a collection of WRs that are 2s, 3s, 4s, and 5s but they lack a true #1. Signing Diggs helps as a stop gap but they need a long term answer at the spot to pair with Maye. That and LT has been their major Achilles heel for a while.

They can always trade up but really it just depends upon what they have on their board and what is left. If they really like the guys in rounds 2 through 4 then maybe they do not really care about trading down that far. And you can always trade back up but really I think it is more realistic to trade down and stick and draft a player you really like at that point.
