It seems the constant mantra of the reason for a lack of arrest or charge falls squarely on the incompetence/ Cover up? claims against the TPD by those representing Erica Kinsman.It would seem that has been the constant viewpoint stated over and over with this whole issue?Surely they would be at the top of the list for such a Civil Suit. Correct?So after well over 2 years since the incident occurred why hasn't it happened?
