Why no trade talk for Winston?

I want to start off saying I'm a Winston supporter Coronado Center Drive, opper.  I have notice something that has made me go hmm.  You hear about the Eagles trading up to get Mariota, Chargers trading away Rivers to take Mariota, Brown trading their two first round picks to be able to get Mariota and even the Saints are rumored to want to trade for Mariota.  Why's isn't there any talk about teams trading up to take Winston? He is suppose to be the best QB in the draft.  Or is it a foregone conclusion that Tampa is taking him number 1 and there is no way to get him?
