Why not just announce it?

I don't know about you guys but to me, if it's Koetter, why not just announce it now? You have complied with the Rooney rule, and interviewed another candidate. I hear a lot of the media saying it is Koetter...but to me...if it was, why not just pull the trigger? Why roll the dice with him getting a job in San Fran or Philly at this point? I would like to have Koetter, but the longer this thing goes, the less I am thinking it is him...unless that is intentional but not sure why they would do that?
