There sure as heck is a difference when you are paying to sit in the stadium. After spending butt loads of money, and dedicating a full day and a bucket of sweat to watching a game, I want a win. Good management will find quality players at any point in the draft, and poor management will find a way to screw up a first overall pick.
You always take the wins, the entire concept of football is based on winning games and hopefully making the playoffs/Super Bowl, you don't see teams headed into the year with the goal of getting the #1 pick.

Plenty of teams have had success through the draft. The Bucs drafts are littered with far too few hits and dozens of misses.
