I don't see it as being proactive in anyway, in fact that couldn't be farther from the truth.Officiating has been a complete joke for around a decade now, being proactive would have meant they were trying to end the garbage we see on Sundays before it ever got to that point.All these ideas like extra official, centralized review, allowing challenges of penalties are 100% reactive to the backlash against the poor job being done right now.
