If we don't take a QB at 7, Garoppolo would likely be there. He's currently projected as a 2/3rd round pick, so you'd expect him there at #39. But it's far from guaranteed obviously.
I disagree strongly. I think the class will have at least 3 QBs in the top 5 and at least another two before we pick again in the second.
I'm leaning towards one of those 3 QBs falling a bit. But that's really an aside - you're thinking Garoppolo will be gone before 39th? Any specific reasons (other than he's a QB)? I don't have any insight, I'm just guessing based on where others are mocking him and the fact that he played against lesser competition and isn't a real pro-style QB, thus being a guy who will definitely have to sit (and thus being outside round 1, possible 2). An example would be Charlie Campbell who I think does a good job in evaluating players (not sure how he mocks - but who really cares), has Garoppolo in the 3rd round. Mike Mayock doesn't have Garoppolo in the top 5 QBs, so even in your scenario he could very well be available.
