If he lets the Senate vote on the 2 bills and they pass the Dems will forever use him as a symbol by saying he actually cost lives.
Don’t put them up and he gives Dems a huge tool to paint him for what he is, an obstructionist hurting the American people
His best option is to let the vote go forward and hope both bills are voted down, but it will be tough for GOP to vote against the bills
