Jesus. You southerners don't know how to deal with winter. That storm would be nothing of note where I live.
It's not the people not knowing what to do. The roads were shut down and nobody could go anywhere. I'd say it's pretty safe to say the local DOT's doesn't have the same experience with frozen roads as the northern DOT's do.
