There was always a path and there is at least one report that highlights what may be the biggest key to Bowles having a path after that season:

Maybe true, but the Bucs were recently $80 million in the hole because of the wild 2020-2021 FREE AGENT spending spree to win the Super Bowl. That was only a few years ago.
The truth is probably in between. I doubt Bowles contract was really a critical reason to keep him and there is a report they reached out to Harbaugh. I assume paying Harbaugh and a new GM and his entire staff while paying Bowles . . would not have been cheap. Maybe Biggs will do that math for us?

I’ll bet Bowles wishes he’d retired last season to allow Coen to become HC.
Doubt we’d get a guy like Todd Minken with that play this season as he will likely be considered for an HC. PR’s video today said something similar. SR mentioned names like Nate Scheelehaus and Mike McDaniel as being preferred OC’s under this strategy. I’d be ok with that / but no word on what will happen on defenses Todd will have some coaches to replace, don’t know if the team will demand that Todd relinquish DC duties…but the obvious focus will likely be on defensive talent.
If we don’t participate in any trades/FA acquisitions for an Edge Rush (or two), then we can conclude that finances may have played a role in retaining Bowles.

i'm hearing Bowles offered Thomas McGaughey the OC job and Josh Grizzard the Special teams role and they both accepted. BUT....the Glazers and Licht rejected it and reiterated to Bowles that "We are sorry we weren't more clear on the coaching changes but we didn't mean to just switch them up...but rather get new heads. We do apologize if we have offended you in anyway and appreciate all of your contributions to this organization, keep up the good work Todd"
