I definitely agree with that description of the 2025 defense. Bowles possession/slow the game approach actually backfired and cost the Bucs at least one key game.
But, I don't think the same situation exist in say, 2024 or 2021. In fact, the criticism of Bowles in those years (and maybe 2023), was often believing too much in his defense. The Chiefs game stands out as an obvious one, but there were several where the Bucs punted rather going for it on 4th, as an example.
For all the self-immolation going on now, the Bucs with a good OC and an average defense should be competitive. The real problem is that the team could fall apart with a slow start and then all bets are off.

Sounds weird to say this about a hc but truth is the less Bowles has to do the better. Incompetence with the hc is a big part of the problem but if our new hires make a difference on offense and even a little on d it should be a playoff season even with dumb ass as hc. Man the glazers are dumb with money as much as they are dumb with the team.

JBF has an article trying to understand why the offense regressed with more guys healthy. Why did Egbuka go from ROY talks to almost invisible. What did White's role shrink?
All speculation, but one fairly common response would be that coaching uncertainty when things start to falter often translates to the things the coach(es) can control and in the context of an offense that means feeding the "stars." Get the ball to Evans, Godwin, and even McMillan and run Irving. Those are the stars and whether its OC or OC and HC, they were (hypothetically) trying to blunt the argument that they didn't get the stars involved etc. Going down swinging so to speak, but it can backfire when the starts do not deliver.
That argument is at least on the surface supported by some of the snaps counts because Egbuka has lower snap counts when everyone starts coining back, but not sure if the theory holds up.
McMillan will be a reason a new OC comes to Tampa. He is always open and has sticky hands.
