Can any keyboard analyst explain this to me?

Love or hate Winston I am having trouble understanding this. Over the past few weeks Winston had trouble either throwing at the beginning of a game or the first series. Given that known fact, why was the first play called a pass play in OT? It's like everyone was anticipating that.
