Yes but they usually will not if it is an actual promotion but lack of final say means this isn't really a promotion.

Except it doesn't work. Parcells, Holmgren and guys of that calibre failed with it. You need cooperation and collaboration for sure but the two jobs have different ends and goals and one man can't be master of both.

I agree with you Dal....and the game has changed even more since the days of Parcells and Holmgren. I feel the HC should at the very least be involved in the searcxh/interview process of hiring a GM. My experience in my line of work is to recruit and select management candidates, but I also involve their colleagues during the entire process. It saves a ton of time in the long run if you can be sure the "TEAM" can work together to reach the common goal. I think "the final say" is too infinite in its terminology....I want to believe that there is a "meeting of the minds" with personnel decisions.

He chose to remain with the Chiefs to stay with his family and to continue to work with Dorsey and Reid.@caplannfl:So anyway, he's staying, but wanted to make that correction. Talking to people close to him, Ballard is a very loyal guy.

I can just as easily cite Pete Carroll. It all depends on the individual. I'm willing to give something new a chance.
Can't fault Chris Ballard for not wanting to uproot his family yet again.
