Did the Bucs tank the entire season for Jameis?

At first thought, it seems to be a silly question to ask - especially given the money spent in FA.But then you think about it, did Tedford's illness in training camp, combined with the Bucs desire for Jameis, lead to the Bucs purposefully not hiring a new OC last yr AND not letting Tedford come back once he was able to?  I know the answer is probably no, but still, it would at least connect some of the dots on why this team was so miserable last year, and why Lovie made some of the questionable moves that he did.
