free agent targets?

I know a lot will change between now and the beginning of free agency, but who are some names you think the team should target.  I'd prefer not to go after the top tier guys, just because that hasn't been working out.  Cecil Shorts may be a good value.  Normally I'd say pass on a scumbag like Greg Hardy, but I'm desperate and burnt out so I could probably rationalize an incentive laden contract.  Thoughts?
