Everyone on here has a plan for the Bucs to build a winner, be it through the draft, paying for high priced free agents, paying for low priced value free agents, or even a combination of all of them. But the factor that matters the most is that the team should be picking solid players no matter which plan they go by.  Guys like Belicheck don't restrict how they get good players by saying we will have a good team thru only drafts or only free agency, they get good players anyway they can.Our philosophy seems to change every few years and it causes us to miss out on guys that could be good fits for us, because maybe they don't fit how we want to obtain guys at that time. What I'm saying is stop focusing on the philosophy and focus on being right about their evaluations. Michael Johnson was soft when he played at Georgia Tech, it didn't take a genius to see that. Don't spend a ton of money on a guy because of what he could potentially become. This offseason the Bucs seem to be stuck on the "Build through the draft and pick up low priced value free agents." The problem is that they missed too much on recent drafts and on free agents to sit on what they currently have. I'm not going to pick out specific players that should or shouldn't have been targeted because everyone has their own guess as to who they think is good, but I am going to say that due to the Bucs poor player evaluations they have too many holes on an already bad team to just "build thru the draft." The NFL is setup for bad teams to turnaround quickly if they make the right decisions. Bad teams get high draft picks and normally don't have money issues because they don't have a lot of good players that they are paying a lot of money to.  That's the Bucs.  Even with our bad free agent pick ups we still aren't close to having cap issues.  Stop saying we have to stop spending, because that's not the problem.  It's who they are spending it on. We have a defense that is on the cusp of being very good but they need some other pieces.  Listen, NFL careers fly by and in no time McCoy is going to be on the downside of his playing days and we will get thru L. David's prime quickly.  You have to get pieces to fit guys like that before it's too late. On offense we are going to draft our "franchise" QB. Well set up whoever it's going to be with a solid line and halfway decent running game. Some recent rookie QBs have had some pretty good rookie seasons when they've put some talent around them. And with some pieces on defense they could help carry us until our rookie gets comfortable.Spend some money and at least get in the upper half of the league in salary spending before we start talking about wasting money.  Besides, the more they try, the better chance they get a few players right.
