1. Its almost impossible to know what the human being is actually made of (not the hype) and that is probably the #1 determining factor, particularly at QB. Things like instincts, leadership and a big one, ability to deal with adversity.
2. Because #1 is true, scouts often take shelter in METRICS and statistics (40 speed, arm length, height, system, conference) and that causes them to misfire. Josh Freeman had great measurable, but he was a basket case. Tom Brady had poor athletic measurable, but his personal makeup as a competitor OFF THE CHARTS. Vinny Testaverde had all the measurables and the program. Jameis Winston was the "most NFL-ready QB prospect."
If you ever read about the Chiefs selection of Mahomes, it took a year or so for Reid to even care about Mahomes. And many NFL teams never cared about Mahomes because of  .. footwork, offensive system, unorthodox, conference, etc. The STOCK checklist of scouting.
Apparently, a player personnel guy (who would become GM) was watching film of an offensive lineman and noticed Mahomes instead and basically pitched the idea to Reid over a long period of time. Over a year or so, multiple people within the organization started to get on board, in part because Andy Reid said he could FIX HIM. Fix him, lol.
Then the 8 hour day with Nagy sealed the deal. . . . the person fit the INSTINCTS they saw by watching as lot of film, the instinct that they confirmed was not just the SYSTEM.
you cant put that kind of effort in to identifying the instincts and character of a 3rd or 4th LBer off the board and that is a big reason why draft success (measured as a viable starting player) drops WAY OFF as you go down the draft. Character and measurables going way down as you descend
I don't see Manning being that great of a qb prospect he's certainly not a #1 overall qb. He's going to have to go to a team that's well coached, good scheme and players on offense. Not saying he can't do it but I don't see him as the top player in the draft. Smith will be can't miss type that we haven't seen in a while at that position. He will go number 1 for sure. If we're there we will pick him.Â

Why rule out trade backs? The Bucs aren't going to draft a QB, and another team will trade up for that spot for one. If you have the first pick and there are legit QBs in the draft and you aren't taking one trading back is a no-brainer. Â...which direction are you going?
