Koetter, The Rooney Rule, and Continuity

The Bucs can easily satisfy the Rooney Rule by interviewing Leslie Frazier who is in house already.  Then they can promote Koetter quickly.  Honestly, I think that's how it's going to go down.  Now as for continuity, I'd say let Koetter hand pick his offensive coordinator and also get his input on who he'd like to work with running the defense.
