Linebackers in pass coverage

I'm trying to understand why every year Alexander and David blow assignments constantly in zone coverage? Is this a coaching issue or is this them lacking the football IQ to be where they suppose to be. I have no idea, I always thought David was a smart football player. Alexander on the other hand just is a better athlete than an actual MLB. Maybe the Bucs need to find a coverage backer to replace him. Can this issue be fixed? I have no idea but its frustrating because under two different staffs these guys have the same problem.
