I considered Elway (with Marino), a top 1A/1B all-time QB before those Super Bowls even happened. Rings mean nothing to me when judging a players career. Rings are team, not individual accomplishments.
If someone were to argue John Elway, that's fine, I think they're on equal footing. After that though, any other QB you mention will have been surrounded by Hall-of-Famers. Marino never was.
