I think the issue is that the Bucs clearly had more talent on D in 2025 versus 2024 yet the defense was much worse

The defensive performance is mostly on Bowles, yes.
Which of the defensive players on the team did Todd Bowles not want? He's been in the building since 2019. They have all either been drafted, signed, or re-signed while he was either the DC or HC/DC. These are his defensive guys.

One very easy example would be the way the Bucs got Hall. They got Hall because he was the last of a group left over AFTER Licht traded back for more draft capital. Bowles agreed to that move and agreed to a team that was mostly draft/no massive FA moves ("$400 million in contracts" lol), agreed to get rid of Carlton Davis as a cap move. He sure seems to have wanted to keep Dean. so I assume he agree to the cut of Dean's pay etc. And , according to Licht, sure seems to have agreed to try to get by with what they had on defense.
Any coach handling an NFL team after 3 "all-in" super bowl years is naturally at a financial disadvantage if the team is focused on clearing dead cap. You know "dead cap" right? The money you failed to account for with your "$400 million in contracts" claim

I am thinking no as the Bucs can use the cap space to upgrade other area of the team. Plus, I want to see more of Durham and Culp.

Durham is part of the problem and Culp shouldn't be on the roster. Part of the reason our special teams were so bad is we were carrying dead weight like Culp.
