Special Teams not so special?

I was looking over some special teams stats and boy were the Bucs bad.  The Bucs only forced 29 punts all year.  Only three teams were worse (Pitt-28, Atl-27 SD-20). And if I'm reading the stats right, TB only attempted to return 21 Kickoffs all year.  Only Houston was worse with 18.  I couldn't find one consolidated source but I did find these.  TB's defense gave up 34 total TD's.  They also gave up 31 FG's.  Then 16 games with the KO at the start of one of the 1st or 3rd qtr.  That is 81 opportunities to return the ball.  That means TB only attempted a return about 25% of the time.The biggest question is, why were there so few returns?  Was it by Lovie's direction?  Was Rainey playing it safe?  Either way, ST need to improve a lot next year.  I think getting a returner should be a priority.(BTW - Any of you stat guru's want to throw out some cleaner numbers, that would be most appreciated)
